Schools, colleges, and universities are supposed to be cradles of learning and not nests for alcohol, drug abuse, or other illicit activities.

The responsibility of taking care of school and university students is that of the administration that has to take proactive steps to combat drinking and drug abuse, as these can pose numerous dangers danger posed in their campus community.
The administration has to begin tackling the issue of alcohol and drug abuse by introducing innovative new programs designed to curb exposure and excessive usage of illicit drugs. Additionally, they have to promote good decision-making ability among students. There is the need for a continuous shift in the programs introduced toward what actually works with students at colleges and schools level and dismissing what does not.
Being under the influence of drugs and/or alcohol, students start missing their lectures and seminars. Moreover, drugs can also kill their brain cells, making it unmanageable for them to retain and recall the information they receive at educational institutions.
Numerous health issues also start springing up with drug addictions or alcohol abuse. These include an impaired immune system, stomach ulcers, high blood pressure, and heart complications.
Sometimes under the influence of addiction-forming and recreational drugs, a person in vulnerable situations becomes the victim, and in some cases criminals themselves.
Universities, therefore, have to do everything in their power and jurisdiction to prevent dangerous drug use on campus. However, authorities should also provide support to those students, by referring them to rehab centers or providing counseling at their institutes' premises.
Because the age of adolescence and prime youth is quite immature and attracted to ecstasy and states of euphoria rendered by drugs or alcohol abuse, attraction towards binge drinking and drug usage is quite common in this genre.
This addiction habit can lead to poor academic performance, disputes among students, imprisonment, and fatal death as some of the consequences. Additionally, it can transform the environment of safe learning into a toxic environment with a lot of illicit and illegal activities carried out under the nose of the institution.
It is possible to minimize the risk of drug abuse and alcohol addictions by making efforts in the directions of combating substance abuse. These combating and minimization efforts start with educating students (existing and freshman) about the ill effects of drugs and alcohol. Additionally, arrangements for outpatient addiction treatment for students can also be arranged to help those already struggling with dependency issues.
Another effective strategy can be promoting an alternative lifestyle
By offering more physical fitness classes, encouraging good nutrition consuming habits, empowering mindfulness, and keeping the gym open longer universities and schools can turn around the emphasis from binge drinking and chemical dependence towards health and wellness.
As numerous schools are going with the infamous title of the number one party school in the nation, it is the responsibility of the school administration to assure that students have limited access to alcohol on the campus.
For this purpose, many schools and universities set up Safety and Environmental Education Center (SEEC) whose aim is to assure that there is quality education and safety norms observed on the campus. The school authorities have to target education to the population which is the most vulnerable to illicit activities. These centers and administration collectively can bring down the rate of the high risk associated with alcohol and drug abuse, significantly low, on campus.
Schools and universities have to pursue different tactics and a more punitive approach like penalizing students violating schools' alcohol and drug policies. It can also be accompanied by stiffer penalties like rustication from campus and events.
Finally, schools should launch an addiction recovery program for students which would be greatly beneficial for those who are trying to overcome their dependency issue.
One on one counseling to the students-at-risk can be provided which reduces peer pressure and can help the student realize a clearer picture of how their lives are getting affected with the usage of drugs and alcohol.
